When/why should I use an ExampleTable instead of a Table?

They are the same class, but please use 'Orange.data.Table' in all new code.

Where can I find the table implementation, I dont see a file in Orange/Data/

It is implemented in C++ code in "source/orange/table.cpp". There are also a bunch of functions defining the python interface scattered around the source.
